Downloads Folder crashing in Windows 7

What to do when:

> Downloads folder is crashing after every 5 secs

> If you are opening any program from Downloads, it hangs and ultimately you have to end process
  from task manager i.e. explorer.exe
 
SO WHAT IS THE SOLUTION?
